It's not an evil revenge, nor a sick fetish, it is simply a human feeling. That is what is in this song, revenge on the man who has betrayed him, and now has betrayed him again with protoman! That's pretty darn cool. But it still doesn't explain why he never actually kills Wily. Or like someone else stated it's titled see you die, so even still, Light never orders MM to kill Wily, even though they've had multiple chances, I mean in MM6 you bring the man to jail, can't tell me Light couldn't have order MM to kill him, or bring him back to the base and execute him, or like I said in 10 they bring him to the hospital..to make sure he LIVED, this goes against the very essence of what and who Light is.

Key word in the title is "Want". Light is thinking about how much he would like to see Wily die. Obviously, he doesn't follow through with it. It's Dr. Light saying "Dr. Wily deserves death" but because he's Dr. Light, we know he doesn't give it to him!

Addition:
The line where the speaker says "you want a war and I just want revenge" indicates that it's 99% likely to be Light. Wily knows that he wants a war; a revolution. Obviously, Light has reason to want revenge, and so he points it out. The converse of it, Wily saying Light wants a war, just doesn't make sense.
Also, it took til my 3rd time to really hear the 3-4 in it. Now that I do, it is SOOOOO COOOOOOL!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Double posting so I can get the quote easily.
I think the last line in the stanza is definitly You want a war and I just want revenge.
However, I think the other is closer to one of the following.
Either: "you are the one who wrote the end" (talking about how wily has made the moves (wrote the end), forcing light to act this way)
Or: "you are the one who broke me" (going back to seeing this as light's breaking point)

Looking at Josh's Twitter(I was looking for the lyrics for Shadow Man), I noticed these lyrics written back in February:

That clearly looks like a Wily's perspective song, but it's clearly not "I Want to Be the One to Watch You Die", as those lyrics show up nowhere in it. Huh.

It could always be Stage Select or Weapon Get(though this seems better for the good guys), but if they do more than 13 songs, it could easily be the Wily stage boss theme.
