The only characters that could be singing it are Mega Man, Dr. Light, and Dr. Wily, and of those three, whose the only one who would spout off death threats every thirty seconds?
Every single lyric could apply to Wily. A fading dream? That's basically what Look What You've Done was about. First-born son? Light and Wily worked together to build Rock(I'm assuming Proto Man would be more of a disowned child).
Also, thanks for the lyrics. I already had most of those, but I wasn't sure if I was mishearing it or not.

I'm actually going with it being Light, deciding once and for all that this Wily bullshit has to stop one way or the other. The first-born son could refer to Proto Man, who was working with Wily for the third game. I admit it does sound a little dark and violent for Light, but since when have the Megas had a problem defying our expectations?

I think it's Light too. I mean, why would Wily say Light put a gun in Megaman's "dead hand"? Sure, Protoman wasn't dead either, but of the two of them, who's it more likely to be talking about?

Admittedly, fickle as it is, a major part of my influence is the fact that the song is based off of one of the Wily stages. Why would Light get the Wily song, while Wily gets either Stage Select, which is what Light got last time, or nothing at all, despite being so important?

Actually I believe it's Wily for the fact that from his perspective, Megaman and Light are the wrong doers, Light put a gun in Rocks hand by forging him into Megaman, Citation for my thoughts can be found in:

I don't really see how any of those lines are in conflict with this being from Light's perspective.
Light thought Proto Man was dead. And he was "resurrected" by Wily. So the "dead hand" part makes sense.
And Wily has faced Mega Man twice by this point; it should hardly be a novel enough experience that he'd talk about it that way. That line sounds more like the shock Dr. Light experienced when he saw that his first creation was not only still alive, but fighting for the other side.

the key to me is "you sent my first born back to me, and put a gun in his dead hand"
Protoman, who is Light's firstborn, and was sent after him... I dunno, I don't see how this could mean anything else.
